Co-authored and lodged the ARDC submission to the Innovation Metrics Review (Event)

Activity: Academic Engagements & Memberships › Submissions to industry or govt committees, commissions and inquiries

Description

Co-authored and lodged the ARDC submission to the Innovation Metrics Review. The submission argues that innovation in the digital economy depends on the availability and reusability of data, software, techniques and algorithms, and proposes that metrics for public and research data availability and reuse be adopted as indicators of innovation. It draws on the Australian Government Public Data Policy Statement and the PwC estimate of $67b of data-driven value added in 2013, and develops the argument that data has no intrinsic value unless accessible for reuse, so that data services and APIs are part of the innovation infrastructure. Paul was one of two staff tasked by the Director of Data Policy and Services; he ran the internal argument-rehearsal meeting, lodged the submission, then lodged a corrected version the following day. A supplementary submission on Improving Innovation Indicators followed in April 2019 with Richard Ferrers, and Paul convened an Innovation Metrics Review workshop in June 2019.
