Personal profile

Biography

I have extensive experience in policy, economics, project and program evaluation and international business, both inside and outside of academia, and in research and teaching. I have a particular focus in interdisciplinary approaches to economic history and how to apply historical findings to contemporary issues; the management and financing of large infrastructure projects, especially Public Private Partnerships (PPPs); the economics of urban passenger and freight transport; and resilience and sustainability in infrastructure and transport systems.  I hold a PhD in economics and have an ongoing concurrent appointment as a Principal Investigator with the Social Policy Simulation Center of the City University of New York.

I have held prior faculty appointments in Economics (with the Australian National University Research School of Economics and the Faculty of Business, Government and Law of the University of Canberra); Management (with the Australian National University Research School of Management); Finance (with the University of Canberra and the City University of New York); and in Public Administration (with the University of Southern California).  I have also held visiting appointments with the University of Sydney, Institute of Transport and Logistics (ITLS) (at the Professor level); Imperial College of London, Centre for Transport Studies (CTS) (also at the Professor level); the Polytechnic University of Madrid, Transport Research Centre (TRANSyT) (as a Visiting Fellow); and the Centre for Research and Action in Public Health (CeRAPH) within the University of Canberra Faculty of Health (as an Associate Professor). I have been a member of program committees for the Transportation Research Board (TRB) (part of the US National Academy of Sciences – National Research Council) for over 25 years. 

Before my academic career, I had a long public service career which included work for the U.S. Congress Joint Committee on Taxation; the U.S. Department of Defense – US Army Corps of Engineers; the U.S. Advisory Commission on Intergovernmental Relations; the US National Academy of Sciences – Board of Infrastructure and the Constructed Environment; and the New York City Department of Environmental Protection, Bureau of Water Supply and Municipal Water Finance Authority.
