Biography

Ilham Dwi Hatmawan is a policy researcher and consultant with academic training in criminology from Universitas Indonesia (UI) and public policy from the Australian National University (ANU). From 2025, he is tutoring a criminological course at the ANU POLIS while pursuing a Master of Public Policy at ANU’s Crawford School of Public Policy.

As a criminologist, Ilham brings a distinct perspective to criminal policy, examining how law enforcement, crime prevention, sentencing practices, corrections, and rehabilitation shape broader societal outcomes. His early research at UI explored the dynamics of victimisation and vulnerable groups protection. While at Crawford, Ilham has expanded this foundation through advanced study of institutional reform, procedural justice, national security, and public sector management. 

Ilham’s research interests include police and policing, responsible artificial intelligence, protection of vulnerable groups, public trust building, and good governance. He is currently pursuing research on the integration of Artificial Intelligence (AI) in policing, with a particular focus on accountability, institutional behaviour, and vulnerable groups protection in the Indonesian context.
