Biography
Jorge Conde is a PhD Fellow in Cognitive Warfare Science and Counter Foreign Interference, and is a Senior Researcher at the NATO Strategic Communications COE. He is also the Deputy Director of the Information Power Institute of Australia.
He is a research scientist in Military Theory and Future Warfare Defence Science. He tackles non-kinetic warfare laterally through law, signals infrastructure, and a human centric approach, utilizing cybernetics, cutting-edge computational methods, AI, psychology and applied neuroscience to bear on hard multi-disciplinary problems for Defence and the Intelligence Community. He is currently engaged in the development of theoretical concepts and advanced next generation AI technological battlefield solutions of dual offensive and defensive counter capabilities in the Information Warfare space. Current work looks at Cognitive Warfare Domain Dominance within the framework of Great Power Competition, Influence Operations, and defensive Counter Foreign Interference response measures with a particular focus on China and Russia. His research work, classified and non-classified, lies at the intersection of mind and machine, aims to posit a modernised US Military multi-domain operations doctrine highlighting Cognitive as a preeminent warfare domain. He acts as peer reviewer for leading Q1 academic journals in the field of Cyber and Security, and is engaged in collaborations with the National Defence University, Washington DC, and the Swedish Defence University, Stockholm, for the advancement of strategic non-kinetic warfare research. He is fluent in five languages. His work advises and informs the Australian Government, The Australian Defence Force, Five Eyes, and NATO.
