Domestic regulation and international trade in services

The implementation of Article VI of the General Agreement on Trade in Service requires the development of "idea" domestic regulation which achieves public interest goals by solving market failure problems without impeding international frade and investment services. While the purpose of the Article is clear, a process for its implementation has not been developed. This project will develop and illustrate a methodology for that purpose. The focus of the project is on standards and competition policy.
