    This proposal aims to study programme governance practices to develop a framework that addresses how to: -achieve goal consensus among key stakeholders; -manage interdependencies, conflicts and risks; and -make go/no go decisions and adjust goals at the individual project level and at programme level. The failure of IT-enabled programmes is a multi-billion dollar problem, which has yet to be subject to rigorous research. Thus, insights into how to achieve successful outcomes would be of great significance to theory and practice. The expected outcomes of the proposed study include generating and disseminating new knowledge through premier academic journals, and a monograph that will yield specific guidance for enhancing programme governance.
