Options analysis, reform of the Plastic Shopping Bags Ban Act 2010 (ACT): 1. A desktop review: a. current situation in Australia re. regulation of plastic bags; b. key challenges/opportunities to ban plastic bags.2. Analysis of design/effectiveness, different legislative instruments (Australia) to reduce plastic bag use. 3. Survey - community views/behaviours in relation to current Act. 4. Review environmental impacts: a. plastic bags degrading into micro-plastics; b. plastic bag substitutes.5. Analysis - options reform of Act, incl:a. increase minimum thickness plastic shopping bags;b. introduce requirement biodegradable, compostable bags; c. ban plastic shopping bags; andd. do nothing.6. Analysis - triple bottom line/cost-benefit - options in 5, incl impact on retailers, consumers, environment.7. Standalone report - synthesis 1-6, recommendations.
