Setting priorities for services trade reform

This project will provide new estimates of barriers to services trade that can address policy priorities. They will show whether the barriers add to markups or to real resource costs. This is crucial to the gains from reform. They will use a structural framework, avoiding possible underestimation of impacts. They will use panel data, allowing separate effects of each policy to be estimated. They will allow countries to establish their own priorities for services trade reform.
