Description
Climate change has potentially catastrophic consequences. The most compelling need is for regulatory mechanisms capable of reversing emission trends. Co-operation amongst key states is essential but because climate change involves global public goods, such co-operation has proved elusive. Why? This project will focus on two key bargaining problems that arise in multilateral contexts: coalition design and the problem of veto coalitions. Through an exploration of negotiating possibilities and options as key actors perceive them, it will develop principles to guide policymakers as to how to mobilise new, more effective forms of climate change governance.
