グローバル化した通信網と大衆民主政治時代の国家の対外情報政策――日本の事例から、1870-1945年」／赤見友子 (The External Information Policy of the State in the Era of Globalized Telecommunication Networks and Mass-Based Democracy: The case of Japan, 1870-1945)

This is a journal article for the most prominent journal in media history in Japan. It argues the prototype of Japan's public diplomacy emerged not in the post 1945, as often assumed, but in the 1930s, and stresses this was a globally concurrent phenomenon responding to three global forces, first, globalized telecommunication infrastructures, second, the rising mass-based politics, and third, the increasing significance of 'international public opinion'.
