Abstract
This book is the first monograph that studies from the Jinan massacre to the outbreak of the Pearl Harbor incident (1928~1941), and China and Japan compete for international discourse. The author through concession English newspapers focused on how the national government gradually established a unified international publicity system under the situation of extremely scarce international publicity resources and continuous disputes between government factions.
