Abstract

The government plans to put a 'hard cap' on domestic student Commonwealth supported places. This means that above a fixed number of full-time equivalent students a university would receive neither a government subsidy nor a student contribution. Under the current system universities receive student contributions for all students. This article argues that the proposed hard cap is an error that would cause enrolments to fall unnecessarily.
