    Abstract

Understanding the stakeholder's needs, particularly the end-user's need is important when designing and developing a critical infrastructure like power grid. Smart metering systems are considered a vital element in grid modernisation projects. It provides the utility with a range of opportunities to improve their business. The benefits to other market parties are also clear. But the residential consumers are left behind. Many smart metering projects, across the world, are facing resistance from consumers. Consumers perceive smart meters to be an infringement to their interests and rights. This could have been avoided if the consumer benefits and risks had been identified earlier during the requirement elicitation phase of the project. To avoid such expensive mistakes, it is necessary to analyse the system from an end-user perspective. Such an analysis should be able to identify consumer segments based on energy behaviours and their requirements. This study addresses this issue by developing a framework that is useful in identifying smart grid initiatives that will be acceptable and beneficial to its stakeholders including the end-users.
