    Abstract

    On April 1919, as delegates to the Paris Peace Conference continued to negotiate the detailed and complex terms of peace in the aftermath of World War I, which included the formation of League of Nations, another meeting was being held 900 kilometres to the south at Cannes on the French Riviera.
