    Abstract

    When a nation passes out of a period of tyranny or oppression there is often a sense that those responsible for past persecution and injustices should be punished. While many former dictators or high government officials seek to protect themselves through self-granted amnesties or immunities these are now at risk due to developments in the international community, which cast doubt on the legality of such protections. Between amnesty and punishment, however, lies a third option � the truth and reconciliation commission.
