    Abstract

    It has been widely understood that the ABG and the National Government have already chosen, through an October 2013 decision of the JSB, to establish an independent agency under section 58. This decision is said to have been made by virtue of a JSB decision that noted and endorsed the Joint Resolutions of the 2013 Review. The Resolutions in the 2013 Review included one that the Referendum should be conducted by an independent agency (Resolution 19.2, page 94).
