Abstract
WHEN the Bougainville Peace Arrangement was negotiated, the clear intention of the parties was that reviews should be limited to examination of the autonomy arrangements, mainly because of concerns on the part of Bougainville negotiators that review of the referendum arrangements might be used to develop pressure for changes to those arrangements in particular.
