Abstract
This working paper analyses efforts to promote democracy and human rights after conflict in Liberia through the intervention of a United Nations peacekeeping operation, the United Nations Mission in Liberia (UNMIL). It contains a survey of events in Liberia leading up to and following the end of the country’s most recent conflict in August 2003. It examines UNMIL’s efforts to build democracy and promote human rights and the rule of law during the Liberian transitional peace process, which lasted from August 2003 until the inauguration of a new, democratically elected government in January 2006. It concludes by assessing the potential and limitations of UN peace operations as regulators of democracy and human rights after conflict.
