    Abstract

    The delinking of issues of redistribution from the current wave of democratization is truly remarkable. In the nineteenth century, democracy meant replacing the representation of property by the representation of the people and meant related developments such as taxing for justice. Today the representation of women is regarded as an important index within democracy assessment and democracy assistance. However, issues of redistribution to ensure equal opportunity often drop out of sight. Is the presence of women serving as a democratic alibi for cuts to welfare and a neoliberal emphasis on the rights of property?
