Abstract
Australian scholar of world politics Coral Bell (1923–2012) wrote about nuclear weapons recurrently over the six decades of her career. When al-Qaeda attacked America on September 11, 2001, the historic significance of the events was not lost on her. Nevertheless, she maintained that whatever shocking efficacy non-state actors might come to hold in the 21st century, unmanaged nuclear weapons remained the greater danger.
