Developing a Strategic Water Sensitive City Transition Plan

Abstract

The objective of this research was to understand the social and institutional enabling factors that facilitate system transformation. The benchmarking tools were developed as part of ongoing work by the Cooperative Research Centre for Water Sensitive Cities, involving the synthesis of insights from scientific literature on urban water management and sustainability transitions, empirical data spanning over five decades and experiential knowledge. A case study of Melbourne’s transition to water sensitive stormwater management was a key source of data, as documented in Brown et al. (2013). These insights were synthesised into a set of institutional indicators across five domains of change necessary for transitioning towards a Water Sensitive City.
