Abstract
Journalism, which refers to both journalists and news media organizations, is the key to understanding the relationship between the state (government) and the public. Journalism reports news to the public, based on which public opinion is formed and public opinion matters, especially in representative democracies. Yet, the role of journalism in defining this relationship differs in the context of foreign policies from the context of domes-tic politics.
