Abstract
Electoral systems help to shape incentives, and incentives help to shape behavior. If designed well, as the epigraph above suggests, electoral systems can help nurture polities that are more likely to be oriented toward positive collective political outcomes. Where these systems are not well designed, one should anticipate far more negative outcomes
