Indigenous land tenure reforms: Implications for land use planning

    Abstract

    In December 2007 the Council of Australian Governments (COAG) agreed to the National Indigenous Reform Agreement (NIRA), a partnership between all levels of government to work with Indigenous communities in order to close the gap in Indigenous disadvantage. Since that time, COAG has entered into several National Partnership Agreements (NPAs), including on Remote Indigenous Housing (NPA-RIH) and on Remote Service Delivery (NPA-RSD). The NPARIH includes several objectives relating to land tenure reform to facilitate home ownership and attract private investment on Aboriginal held land.
