    This report was funded by the Problem Gambling Assistance Fund, administered by the Australian Capital Territory Gambling and Racing Commission. The opinions, comments and/or analysis expressed in this document are those of the authors and do not necessarily represent the views of the ACT Gambling and Racing Commission and cannot be taken in any way as expressions of Government policy. It is acknowledged by the authors there are occasions throughout the report where terminology around ‘problem gambling’ is utilised, which is inconsistent with the language of ‘experiencing harm from gambling’ adopted by the Commission under a public health approach.
