Abstract
This chapter locates the concept of civilian protection within existing doctrine and legal frameworks that guide international work on protection. It raises a number of considerations that emerge in the field given the consolidation of a number of overlapping protection regimes at the international level, and the need to identify areas of both complementarity and gaps that are produced in the process of refining institutional regulation of protection that have developed rapidly since the late 1990s.
