Introduction: The challenges of implementing the R2P norm

    Abstract

    This introductory chapter makes an argument for developing a research agenda on R2P that moves from conceptual debates to a focus on practical implementation. It places emphasis on the importance of the preventive dimension of R2P for effective implementation, and the need to create linkages between R2P and related thematic agendas, such as development cooperation, gender, human rights, transitional justice, protection of civilians, and security sector reform. It includes a multilevel approach, from local- and national-level initiatives, through to regional and international levels, that are examined in the book. This chapter introduces the key themes and structure of the book.
