Abstract
In the early stages of World War I when military encampments sprang up rapidly, working-class teenaged girls were drawn to them by the camps' excitement and importance and their own exclusion from military contribution. The many reports of sexual problems arising sparked new forms of policing and social welfare to respond to what was perceived as a dangerous problem.
