    Abstract

    International agencies can dominate the states that they seek to regulate, in the same way that states can dominate the individuals over whom they rule. Democratic control helps to establish the legitimacy of states vis-a-vis their citizens. But what can help to establish the legitimacy of international agencies vis-a-vis states?
