Abstract
The Meiji government (18681912) toppled the shogunate government (16031867), and became responsible for the conduct of Japanese diplomacy in 1868. The imperial factor was significant in defining the nature of the modern international system, and influenced Meiji diplomacy and the development of its diplomatic institutions.
