Ni-Vanuatu in the Recognised Seasonal Employer Scheme: Impacts at Home and Away

    Abstract

    In 2007, New Zealand introduced the Recognised Seasonal Employer Scheme (RSE). The scheme recruits workers from Pacific Island States for New Zealand's horticulture and viticulture sectors. It is also designed to encourage economic development in the Pacific. I have conducted ethnographical research in Central Otago New Zealand, and Ambrym in Vanuatu, documenting the mobile livelihoods of ni-Vanuatu involved in the scheme, examining flows of goods, money, people and social remittances. This paper reflects on a number of social and economic dynamics that workers, employers and communities experience in cross border labour schemes.
