    Abstract

This article highlights the significant work health and safety (WHS) legal obligations and powers of WHS regulators in Australia. It shows that, rather than driving high standards for controlling transmission of Covid-19 in and from workplaces, the WHS agencies have taken their lead from public health frameworks for the management of Covid-19 risks. This has had adverse consequences, with WHS failures contributing to Covid-19 outbreaks, as the article illustrates.
