    Abstract

    Limits of intelligence services in identifying opportunities for preventive diplomacy are identified. These limits are then used to suggest an open source preventive diplomacy wiki strategy for armed conflict prevention. A complexity theory analysis lays a foundation for arguing that a good theory of preventive diplomacy is less useful than a good meta theory. In a complex world of diplomacy it is wrong to argue that there is nothing as practical as a good theory; but a good meta theory may be a practical path to saving lives.
