    Abstract

    n Australian usage, the term parliamentary secretary refers to a junior member of a governing ministry who is not officially a junior minister or member of the ministry as such. The Australian office has become the first step on the ladder of advancement for backbenchers seeking ministerial office. Most ministers move up from positions as parliamentary secretary; and most backbenchers who decline an offer of that post remain on the backbench.
