Abstract
The period under review saw a major change of the Australian Capital Territory’s political leaders. Long-time Labor Senator for the Australian Capital Territory, Kate Lundy, announced that she was leaving the Senate, causing Chief Minister Katy Gallagher to resign from her position to contest the Senate vacancy. Deputy Minister Andrew Barr was elected as the new Chief Minister, becoming Australia’s first openly gay government leader. Apart from these dramatic changes, Australian Capital Territory politics was dominated by controversy over two issues which threaten to sink the budget in future years: the Mr Fluffy saga and the Capital Metro light rail project.
