    Abstract

    This chapter examines key processes of modernisation as perceived by senior managers and middle managers in two public universities in Hanoi. Managers’ perceptions highlight the importance of multi-disciplinary expansion and research development to the formation of each institution’s development strategy. The chapter begins with a profile of the two case universities and a description of their development strategies. Next, managers’ comments in respect to market competition, the regulation of higher education, and the institution’s approach to change management are reported. To conclude, the chapter briefly discusses the contradictions facing public university managers in Vietnam as they pursue market-driven strategies in an environment of severe resource constraints and government control.
