Realising "convergent security" through the back door?

    Abstract

    The approach labeled as convergent securitya shift from regional security following exclusivist lines to one based predominantly on multilateral lines currently reflects less the regional environment than the alternative conceptualization of regional security known as the complex patchwork approach of Victor Cha. If that pattern is allowed to prevail, however, the more stable order building vision which convergence security offers will not be realized. Instead, the ongoing US counterpunching strategy (described below) will preclude the opportunity for the United States and its allies to realize the inherent advantages (buying time for greater consensus on order building norms and instruments) that convergent security offers. Nonetheless, it is not yet clear that the complex patchworkdominated regional security environment would preclude a more desirable evolution towards a convergence security order building process. Indeed, as the complexity of this system increases it is possible that it will be transformed into a more convergent securityoriented configuration.
