Abstract

As noted in Chapter 1, there has been something of a trend, or at least an increasing aspiration, to develop policy based on evidence that the proposed action will achieve its intended outcomes. The evidence can come from other jurisdictions, extrapolations from studies of other policy areas, clinical and field studies, and so on.
