    Abstract

    At the World Health Assembly in May 2020 there was consensus from all governments on the need for a comprehensive, impartial, and independent review of the international health response to covid-19.1 Tedros Adhanom Ghebreyesus, the World Health Organizations director general, took the decision to establish an Independent Panel for Pandemic Preparedness and Response. He appointed Ellen Johnson Sirleaf and Helen Clark as co-chairs and gave them authority to choose panel members and work independently.
