    Abstract

    This article considers the pitfalls of measuring human rights compliance, particularly in the health area. It sets out general principles designed to improve the effectiveness of existing methodologies. It then describes a new methodology for conducting human rights audits that has been piloted in the HIV/AIDS area in Australia.
