Abstract
The 2015 Bougainville election was the third held since the Bougainville Peace Agreement, and marked the beginning of a five year window in which the referendum on independence is scheduled to be held. Kerryn Baker and Thiago Oppermann undertook election observation during the campaign, polling and counting periods. In this seminar, they report early findings from the observation. They will discuss campaigning and political culture in Bougainville, the role of political parties, the performance of women candidates, the expanded role of the Office of the Bougainville Election Commissioner (OBEC) in this election, and the polling and counting processes.
