N2 - The Australian government perceives that growing strategic competition has the potential to threaten both regional and Australia's security. To better understand what partners are doing, this project has mapped what tools of statecraft are being deployed by which partners, and where, within the Pacific Islands region. This paper argues that Australia and other partner states should ensure that their deployment of tools of statecraft in the Pacific Islands region is proactive rather than reactive. Being proactive provides time for consideration, seeking information, and then calm, considered, rational evaluation.
