A gender gap persists in civic/political activism, the most governance-related aspect of their study; women are less active than men in nearly all areas of political activism. Regarding external exclusion, the general picture is that representation of women is numerically worse in rural governance institutions, with minor exceptions, and external exclusion exists. Little and Jones review the literature on the topic and incorporate examples from the English Rural Challenge Policy, finding both external and internal exclusion due to masculine values in policy.
