InÂ counteringÂ theÂ communicationsÂ ofÂ terroristÂ organisations,Â statesÂ faceÂ aÂ numberÂ ofÂ distinctÂ challenges.Â BlatantÂ lyingÂ canÂ beÂ atÂ theÂ expenseÂ ofÂ aÂ state'sÂ authority,Â credibility,Â andÂ instrumentalÂ effectiveness.Â EffectiveÂ stateÂ communicationsÂ needÂ toÂ beÂ integrated,Â multidimensionalÂ andÂ persuasive.Â OftenÂ theyÂ areÂ anythingÂ but MessagesÂ canÂ beÂ poorlyÂ formulated,Â andÂ canÂ beÂ understoodÂ inÂ unexpectedÂ ways,Â notÂ leastÂ becauseÂ thereÂ mayÂ beÂ multipleÂ audiencesÂ forÂ aÂ particularÂ message.Â Nonetheless,Â effectiveÂ messagingÂ canÂ beÂ of greatÂ psychologicalÂ value,Â helpingÂ toÂ triggerÂ 'cascades'Â that canÂ undermineÂ evenÂ ruthlessÂ enemies.Â ExceptÂ perhapsÂ inÂ theÂ direstÂ ofÂ existentialÂ crises,Â effectiveÂ messagingÂ shouldÂ avoidÂ lies;Â butÂ itÂ canÂ beÂ ofÂ valueÂ notÂ toÂ fixateÂ onÂ tellingÂ theÂ wholeÂ truth.Â
