Testing the Waters in Development Cooperation: China-Australia-Cambodia Trilateral cooperation on Irrigation Dialogue

    Abstract

    In recent years China has initiated an increasing number of trilateralcooperation pilot projects with traditional donors and developing countries. This chapter provides an overview of this growing SSC modality and a case study of one such project, the China-AustraliaCambodia trilateral irrigation dialogue (CACID). After a discussion of how trilateral projects operate within China�s institutional aid architecture, the author details the contributions of each country to the CACID dialogue and participant perceptions about the project outcomes. It also delves into the motivations of Australia and China in particular and discusses how trilateral projects may impact the future of Chinese SSC.
