Thailand's post-crisis trade policies: The 1999 WTO review

Abstract

The present paper has attempted to supplement the highly detailed and valuable analysis of trade policy provided by the 1999 WTO Trade Policy Review of Thailand. Many observers of the Thai economy predicted a highly protectionist response to the 1997 currency crisis and the recession which followed it. Indeed, many advocated such a response. Aside from a temporary ten per cent surcharge on all tariff rates introduced for revenue reasons shortly after the crisis and removed less than two years later, this response has not occurred. Thailand's commitment to the liberalisation process remains intact and should remain so, provided the current strategy of continued openness succeeds in producing the recovery that is so badly needed. As of early 2000, the indications are promising.
