    Abstract

    The most significant strategic developments in the Indian Ocean over the last decade have been the rise of India as a major regional power and the development of a closer strategic relationship between New Delhi and Washington. Today the strategic concern in the Indian Ocean is the Chinese effort to project its blue water navy. This concern envisions China developing strategic relationships and naval bases throughout the Indian Ocean intended to encircle India in the so-called String of Pearls.
