Abstract

The ﬁrst priority for every government is the security of its people, its sovereignty, its economic and resource base and the interests of the nation and its constituents everywhere on the globe. As a result any material issue which threatens that security is a matter that requires consideration and response to protect the ﬁrst priority. Transnational organized crime (TOC) has now been identiﬁed as one such material issue. However, when considering the roles of police and other law enforcement agencies in the Indo Asia Paciﬁc region we must contemplate the role of the response to TOC as part of the transformation of the regional social order, including the emerging nations.
