Abstract
Professor Singh's first book, Leapfrogging Development? was animated by the puzzle posed by what appeared to be a sudden focus by development practitioners on the telecommunications sector. In this discussion, he outlines the ways that initial puzzle led to a career driven by seeking to understand the transformational impact of technology at the global level and on the discipline of International Relations. In doing so, Professor Singh offers a striking history of the emergence of the academic study of technology in International Relations, from workshops to conferences, publications and personalities.
