Abstract
The Chicago Convention, in 1945, identified a set of articles of agreement to facilitate aviation across the globe. Article 32 of the convention requires the pilot of every aircraft and the other members of the operating crew of every aircraft engaged in international navigation to be provided with certificates of competency and licences issued or rendered valid by the state in which the aircraft is registered. This licencing includes medical fitness.
